The standard follows previous work by NIFTE (the National Initiative for Telehealth) and enables ‘an assessment of the components [of service operation] that support quality and safety in the delivery of telehealth services’. Elements of the standard address aspects of service quality; the preparedness and competence of staff; safety and effectiveness of services; maintenance of accessible and efficient information systems; service outcomes and the monitoring of quality. Accreditation is achieved through Accreditation Canada’s Qmentum accreditation programme.

The standard has particular merit by virtue of being largely non-prescriptive. It provides, in other words, a ‘framework’ approach that does not tie services to a particular service ‘model’. There are necessarily various requirements (including some that relate to the interoperability of telehealth equipment), the meeting of which will ensure quality service benchmarks are attained. But responsibility is, for the most part, placed on the service provider to determine the related procedures and protocols. An example is the requirement to set ‘measurable goals and objectives … to guide day to day telehealth activities but these are not specified.
